（二）延期办理企业经营相关证照

1.政策来源：《市场监管总局国家药监局国家知识产权局支持复工复产十条》（国市监综〔2020〕30号）

2.支持对象：与“执行标准”内相关的特定企业

3.执行标准：对在疫情防控期间营业执照登记事项发生变化又不能及时办理变更登记的，延期至疫情解除之后一个月内办理。对因疫情影响未能按时办理工业产品生产许可证换证导致许可证书过期的生产企业，可办理许可证延期，待疫情解除后再行提交延期申请。对食品生产、经营许可证到期的，有效期可顺延至当地疫情解除。对因疫情影响不能按时完成换证的特种设备生产单位及检验检测机构，可办理许可证延期。对受疫情影响无法按期申请办理检验检测机构复查换证的，可以延期至疫情解除后办理，证书有效期延长至疫情解除后三个月

If the food production and business license expires, the validity period may be extended to the local epidemic situation. For special equipment production units and inspection and testing institutions that cannot complete the renewal of certificates on time due to the impact of the epidemic situation, the license extension can be processed. Those affected by the epidemic cannot apply for renewal of inspection and testing institutions on time, and can be postponed until the epidemic is resolved, and the validity of the certificate is extended to three months after the epidemic is resolved.

（四）暂退旅行社部分旅游服务质量保证金

（六）为中小企业提供法律服务

2.支持对象：中小企业

3.执行标准：积极为中小企业提供法律援助和法律咨询公益服务，帮助中小企业解决受疫情影响造成的合同履行、劳资关系等法律问题。协助因疫情导致外贸订单无法如期履行或不能履行的中小企业申领不可抗力事实性证明，减少企业损失。对确因疫情影响无法正常履行相关义务的企业，协调不记入信用记录

（七）加快办理防控重要物质企业审批事项

2.支持对象：疫情防控重要物资生产企业

3.执行标准：实行战时机制、特事特办，对于有产能可以生产，但是受制于标准、环保、卫生等资质条件，产能无法发挥的，在产品符合标准的前提下，可以先生产再走程序、补手续，实现有能力的企业尽快转产疫情防控重要物资。相关部门要严格落实好国家对疫情防控重要物资应急审批制度，主动上门服务，免除应缴纳的相关费用;对疫情防控重要物资按规定需向市内检验检测机构送检的，国有检验检测机构免收检测费用，鼓励其他所有制形式的检验检测机构减免检测费用
